[openmoko] turn on packaged-staging for openmoko

This change means it only takes 24 mins for a full rebuild if you don't
delete tmp/deploy/pstage. Also packaged staging makes switch versions
clean. This may require a rebuild from people.

[openmoko.conf] add ability for our autobuilders to play with deploy dir
