Fix horribly broken util-linux-ng 2.14 for uclibc. It also needs a new config option in .config of uclibc to enable
UCLIBC_HAS_PROGRAM_INVOCATION_NAME=y
UCLIBC_HAS___PROGNAME=y
These should be enabled in uclibc.distro files. I will seek permission to add those if not we can always fix util-linux-ng to define __progname.

glibc.inc RRECOMMEND libgcc if nptl
libgcc is needed by glibc ntpl but not in NEEDED because
glibc dlopens it. So our shlib code doesn't detect it.

* 2.45 provides some kind of protection against the recently discovered
DNS cache poisoning attacks. The protection is not perfect. It is
somewhat unclear as to whether dnsmasq is really vulnerable.

uclibc initial svn recipe overwrote the FILESDIR wrongly. As a result the build for uclibc-initial_cvs.bb was failing because it was not picking correct uClibc.distro and uClibc.machine files. Also moved the arm-ftruncate patch to files/ because it will be shared by other recipes to be added in future.

Change the toolchain build sequence. Helps in reproducable toolchains components when recompiled. Also same sequence for all different combinations (uclibc/nptl/eglibc/glibc/linuxthreads). Also fixes and patches that I worked to get various ancient compilers working.

Fix ARCH_FLAGS_FOR_TARGET and --with-build-sysroot on gcc 4.3.1.
We use ARCH_FLAGS_FOR_TARGET to overcome a bug in --with-build-sysroot implementation where it does not pass LDFLAGS_FOR_TARGET and CPPFLAGS_FOR_TARGET to libstdc++ during build.
